Yes, Mark makeup is oil-free, and a lot of Avon's is, as well.
Almost all makeup nowadays are water-based since oil isn't all that great for your skin even if your skin isn't already oily! But yes, AVON and Mark. have water-based products.
Also, if you're interested, you can always ask your AVON Rep and they can get a detailed list of the ingredients in a product (especially useful if you have sensitive skin)
